From dripping valves to tired water heaters, here’s what we handle in both communities:
Sun City & Sun City West water at a glance
EPCOR Water supplies both communities through two separate systems. Its 2025 reports say both pump groundwater from the West Salt River Valley sub-basin. The Sun City district also serves Youngtown.
However, hardness differs between the two. EPCOR lists 7 to 11 grains per gallon in Sun City and 3 to 11 grains per gallon in Sun City West. On EPCOR’s own scale, anything above 10.5 gpg is very hard, and the utility says it doesn’t treat the water for hardness.
- Not sure which system serves you? Ask EPCOR Customer Care at 1-800-383-0834
- Size and set a softener for your own district’s range, not a Valley-wide average
- Maintain any softener or RO unit on the maker’s schedule

Older homes in Sun City and Sun City West
Sun City opened on January 1, 1960. The Del Webb Sun Cities Museum calls it the nation’s first active retirement community, and says building there ran for 18 years before Del Webb’s company started Sun City West.
As a result, many homes in both communities have decades-old plumbing. Homes built from the late 1970s to the mid-1990s, which includes Sun City West’s early years, are the ones that might have polybutylene (PB) pipe. A 2024 report to the Connecticut legislature says PB was generally installed from 1978 to 1995 and much of it has since been replaced. So it isn’t common, but it’s worth checking.
In older homes, we check the angle stops under sinks and toilets, the supply lines and any corroded fittings. A valve that won’t close makes a leak worse, so test your angle stops now. Where PB or heavily corroded pipe turns up, Geo walks you through the options, whether that’s a spot repair or a full repipe.

Water heater safety and permits in Sun City, AZ
The U.S. Consumer Product Safety Commission says most tap-water scald injuries and deaths involve older adults and children under five. So it urges setting water heaters to 120°F. To check yours, hold a candy or meat thermometer under a hot tap.
Both communities are unincorporated, so Maricopa County’s Planning and Development Department handles permits. Its permit list says replacing an existing water heater no longer needs a permit if the work follows the manufacturer’s specifications. However, you can still ask for a county inspection.

Leak checks and free EPCOR kits
A silent toilet leak is easy to miss. EPCOR suggests putting a few drops of food coloring in the tank. Then, if color shows up in the bowl after 15 to 20 minutes, the toilet is leaking.
EPCOR customers can also order free conservation kits. The audit kit includes toilet dye tablets and a meter flow bag, while the retrofit kit includes low-flow aerators and a showerhead. If a test points to a hidden leak, our leak detection service can find it.

EPCOR Water, through two separate groundwater systems. If you’re not sure which one serves your address, ask EPCOR Customer Care.
What should I set my water softener to?
EPCOR lists 7 to 11 grains per gallon in Sun City and 3 to 11 in Sun City West. So we size and set a softener for your district and household instead of guessing.
Do I need a permit to replace my water heater?
Usually not, if the work follows the manufacturer’s specifications, according to Maricopa County. Still, you can request a county inspection.
What should I do first if a pipe bursts?
Get the water off at the main shut-off, then call us. In an older home, turn an old gate valve with steady pressure instead of force, since it can break inside. Our guide on how to shut off your water covers both valve types.
